LogonUser failed with error code 1326 when we give blank password for exsisting user

When we first create User with valid password, LogonUser returning success for say User1. After that when we change password with Logonuser to same User1, then also it success. But after that when we give blankpassword for User1, Logonuser failed with error code 1326.

Please support me to resolve this issue.
