How do I make a custom C++ build command in windows etc but with options? [closed]

I would like to know if we can make a custom build command for C++ like this:

compile -c++11

I know how to make a command with one keyword but how about 2 or more. Please help!

P.S Is it the easier or harder in Linux or MacOS? If so comment on this.
