Why can't I std::move std::unique_ptrs between std::sets?

I really want to move some unique_ptrs from one std::set into another:

   a.insert({0, std::unique_ptr<int>(new int(42))});

However, my GCC 4.8.5 on CentOS 7 is distinctly unhappy:
