reading float point colors

I'm trying to test reading float point colors e.g rgb(30.737373, 191, 255)

I found the following code which allows creating float point color

using rgb(30.737373, 191, 255) as rgb value

now i save the image using screenshot of it

I tried using both Java and python but with no luck

creating float point colors

How can i get background colour decimals?

I'm trying to find a way to read the float point color from my screenshot

hopefully i can find a solution in C or C++ or any if possible

My project is reading and writing float point colors.
