Simulating a match depending on scores reading in from csv

I have a CSV file that looks like so;

team name, strength score, stamina score team name, strength score, stamina score team name, strength score, stamina score

I need to read in the file and simulate a football match and the final winner should be in favour of the person with the highest scores. How would I go about doing this
