C++14 Where to download standard libraries?

So far I've checked my GCC version through g++ -v and it appears I've got the version 4.9.3 and I believe this is the most recent one

But with this Cygwin program I do not have the proper libraries for the standard c++14, such as , among others... so is there a site where I can download them?
