Use boost.asio without linking to boost.system

As I know boost consists only of the header files. I am wondering is there a way to avoid linking to boost.system and use boost.asio, because now I am using bazel and to compile some of the boost sources I am just including them. So want to preserve the same compiling strategy. Is there a way to do that?
