sparse voxel octree of voxel chunkmeshes?

Simple question: Would something like title work? I've been eyeing this particular voxel video lately. The original poster of the video says it was accomplished by utilizing an SVO with each leaf containing a 64^3 chunkmesh. How is this possible?

Are there any templated SVO libraries that a chunkmesh could be passed to? I'm interested in creating a similar implementation.

If not, would a hashed octree or a pointer-based octree be a better solution to creating an implementation like this? Thanks!
