Creating N Arrays at the Same Time

I came across this problem and I am stuck on it from a long time. Actually What I need to do is , to create N Arrays , where N will be provided to us by User Of Size let's say 'x' at the same time .

How Can I Achieve this ? I am stuck on this problem
