Including HLS libraries outside the Vivado SDK?

Has someone used HLS libraries outside the Vivado SDK? In specific, I want to use the arbitrary fixed-point representation data-type under the <ap_fixed.h> library in a DL model inference.

Also is there any reliable alternative for fixed-point representation in c++? All I've been finding on the net for this is unverified libraries written years ago without any maintenance/ update.
