while (true) what is being true right here ? C++ beginner

This is an example from my teacher. The program outputs the number of "Hi" you desire and asks whether you want to it again. What i did not understand is that what is true here when he wrote while(true). And how does the program know to run again just by setting bool = doAgain to true. I really did not get it. Sorry if i sound too stupid
